Fake template. False information about the date the photo was taken. There is not even information about the date the photo was taken on the source page. There is no proof the photo was published before 1994. There is not even information about the photographer. The template does not allow complete freedom to post any photos taken before 1994.  Keep "© 2015 Ex Libris" covers their website. It doesn't restart the copyright clock for republishing an historic image. The image has a staple in it, so a copy was made from the negative and stapled to a document shortly after creation, most likely a passport or visa application.  Delete even if RAN's theory above is correct, I'm not convinced that submission in a visa or passport application counts as publication; COM:Publication requires "distribution to the general public".
